景觀設計構思以水為設計紐帶和主線，將水文化、水清潔、水靈動、水親近融入設計之中，著力打造安全友好型、清潔衛生型、體驗流暢型、親水近水型、文化承載型多元融合的現代水岸景觀。景觀設計方案自北向南著重刻畫四種不同的人水關系——提取水的四種表情浪花、山水、漣漪、波光，并將之融入到人水互動的不同場景當中。“歡樂灣”文娛商貿區，彰顯商業空間活力，增加游客與水互動的機會，傾力打造城市水景舞臺；“海綿灣”會議博覽區，展示海綿城市的技術手段和治理成果，向水學習；“創智灣”創智辦公區，小尺度靈動的水岸空間，為水啟迪，成為城市創造和創新的發源地、“生態灣”生態宜居區，綠色健康的生態環境、整備完善的服務設施，居住在此的市民能夠被水滋養，與水共榮。創造和諧共生的多樣新水居形式，據此形成四灣的景觀結構,并呼應“城水和諧、融德知善”的設計愿景。
Landscape design concept adopts water as the design link and mainline, integrates water culture, water cleanliness, water smart, water closeness into the design, and makes great efforts to create the modern waterfront landscape with plural amalgamation with safe and friendly type, clean and sanitary type, experience fluency type, hydrophilic near water type and cultural bearing type. From north to south, the landscape design focuses on depicting four different relationships between human and water —— the four expressions of water, landscape, ripples, and light, which are integrated into different scenes of human-water interaction. “Happy Bay” culture and commerce area is showing the vitality of commercial space, increasing the opportunity for tourists to interact with water and building the city water scene; “Sponge Bay” conference exhibition area learns towards the water, showing the sponge city's technical means and governance results. “Chuangzhi Bay” Chuangzhi Office area, small scale intelligent waterfront space for water inspiration, becomes the birthplace of urban creation and innovation, “Ecological Bay” ecological habitable area is a green and healthy ecological environment with well-equipped service facilities where residents can be nurtured by water. The landscape design concept creates various new water dwelling forms of harmonious symbiosis, forms the landscape structure of four bay, and echoes the design vision of “harmony between city water, the harmony of morality and good knowledge”.
